Freedom of Information Act (FOIA)

The documents listed and linked below are to serve as a resource to ONDA's members and the general public. ONDA has obtained these documents via the Freedom of Information Act (FOIA), 5 U.S.C. Sec. 552, which allows any person to obtain federal agency documents and records, except for a narrow list of records specifically exempt from disclosure.

ONDA requests these types of records to help clarify the BLM's, Forest Service's, and other agencies' responsibilities under all relevant statutes, regulations, and management plans. The documents help provide an indication of whether the agencies through their activities and operations have carried out their responsibilities. Release of this information also benefits the public, which has an interest in knowing whether and to what extent agecnies are satisfying their statutory and regulatory requirements with respect to the public lands in Eastern Oregon.

As ONDA obtains agency documents using the FOIA, we will post copies of these documents, indexes of documents obtained, or summaries of FOIA response contents to this site. You are welcome to contact us if you are interested in viewing any of the agency documents we have obtained via the FOIA.

FREMONT NATIONAL FOREST

  • Table of grazing standards for Fremont National Forest allotments of concern.
  • Spreadsheet of allotment and unit names.
  • ONDA has requested and received information in both electronic and hard copy formats on a number of allotments of concern on the Fremont National Forest. This information includes: maps; documentation of INFISH riparian management objectives (RMOs) monitoring, implementation and assessment; and bull trout, Warner sucker, Lost River sucker and shortnose sucker monitoring; grazing annual operating plans/instructions (AOPs/AOIs).
  • See the AOPs for the Arkansas, Barley Camp, Crane-Kelly and Pothole allotments. ONDA also has copies of the AOPs for the Porcupine, Bear Lakes, Black Hills, Currier Camp, Five Mile, Sycan, Four Mile, Foster Butte, Honey Creek, Paradise Creek, White Pine, Yainax and Yamsi allotments.

SQUAW CREEK WILD & SCENIC RIVER

ONDA has obtained a number of documents relating to the Forest Service’s preparation of a wild and scenic river comprehensive management plan for Squaw Creek. These include documents relating to watershed analyses, resource analyses, and river corridor boundaries.

    CRESCENT CREEK WILD & SCENIC RIVER

    ONDA has obtained a number of documents relating to the Forest Service’s preparation of a wild and scenic river comprehensive management plan for Crescent Creek. These include documents relating to a 1997 watershed analysis and a Resource Assessment.

      MALHEUR WILD & SCENIC RIVER

      ONDA has obtained a wide variety of information on the grazing allotments and resources within the Malheur and North Fork Malheur Wild & Scenic Rivers. These documents include: allotment inspection reports; End-of-Year Reports; Annual Operating Plans; AMPs; and Biological Assessments and Biological Opinions. ONDA has information on the following particular allotments of concern within the Malheur Wild and Scenic River corridor: Bluebucket, Dollar Basin/Star Glade, and Central Malheur.

      The following documents are available:

      NORTH FORK MALHEUR WILD & SCENIC RIVER

      ONDA has obtained a number of documents relating to the Forest Service's preparation of a wild and scenic river comprehensive management plan for the North Fork Malheur River. These include documents relating to watershed analyses, resource analyses, and river corridor boundaries. ONDA has information on the following particular allotments of concern within the North Fork Malheur Wild and Scenic River corridor: Ott, Spring Creek, North Fork, and Flag Prairie.

      The following documents are available:

      OWYHEE WILD & SCENIC RIVER

      ONDA has obtained a number of documents relating to the BLM's management of livestock grazing within the wild and scenic river corridor and associated Areas of Critical Environmental Concern.


      SOIL SURVEY INFORMATION

      • ONDA has obtained the Forest Service's original Rescissions Act schedules (pursuant to Pub. L. 104-19) establishing deadlines for completing NEPA analyses/decisions for federal grazing permits reissued without NEPA compliance, for all Oregon national forests.
