Lawsuit challenging BLM's comprehensive management plan for Steens Mountain's Donner und Blitzen Wild and Scenic River, alleging the plan  unlawfully continues grazing inconsistent with protection of the river corridor.

Jan. 31, '97 - District Court rules in plaintiffs' favor, holding that: (1) BLM's wild and scenic river comprehensive management plan, allowing continued livestock use in parts of Donner und Blitzen wild and scenic river, violated WSRA; (2) BLM violated NEPA when it failed to prepare an EIS to analyze the impacts of grazing on the river; and (3) BLM decisions to construct new parking lots and improve existing roads, without first considering environmental impacts, violated both the WSRA and NEPA.
