BLM's proposed recreation plan for Steens Mountain continues the piecemeal planning approach it began in the Steens Mountain CMPA RMP, in defiance of Congress's Steens Act mandate that transportation planning be done "comprehensively," including by analyzing motorized and non-motorized uses at the same time.

Jan. 30, '08 - ONDA submits scoping comments on BLM's proposed "Comprehensive Recreation Plan" for Steens Mountain. Argues BLM is in continuing violation of Steens Act's transportation planning provisions, as articulated in our federal court litigation over the Andrews-Steens RMP and in our administrative appeal of the Steens Mountain Travel Management Plan.
